Cheshire West & Chester Borough Council Traffic Regulation Order

NOTICE is hereby given that the Cheshire West and Chester Borough Council proposes to make the following Traffic Regulation Order in accordance with the provisions of the Road Traffic Regulation Act 1984.

The Cheshire West & Chester Borough Council – Fountain Lane Frodsham (20MPH SPEED LIMIT) ORDER 2017

The effect of the Order will be to introduce a 20 mph speed limit on the following lengths of road:

Schedule 1 – (20 mph speed limit)

Fountain Lane – From its junction with Main Street to its junction with Park Lane – From its junction with Fountain Lane for its full extent, Princeway – From its junction with Fountain Lane to its junction with Queensway – From its junction with Park Lane to its junction with Martin Road – From its junction with Queensway to its junction with Kingsway – from its junction with Church Street for its full extent.

Full details of the proposals are in the draft Order which, together with a plan showing the extent of the proposal may be examined during the usual office hours at the following locations:-

  • Winsford Area Highways Office, Phoenix House, Clough Road, Winsford, CW7 4BD;
  • The One Stop Shop, Cheshire West and Chester Borough Council, Wyvern House, The Drumber, Winsford, Cheshire CW7 1AH;
  • Cheshire West and Chester Borough Council’s Information Centre at 1 The Arcade, Northwich CW9 5AS.

Statement of Reasons

THE CHESHIRE WEST AND CHESTER BOROUGH COUNCIL (20MPH SPEED LIMIT) ORDER 2017

In January 2016 Cheshire West and Chester Council approved the implementation of 20mph speed limits on residential roads across the Borough where:

  • Mean speeds are currently less than 24mph; and
  • Around schools where the mean speed is currently less than 30mph

The Council has approved a capital budget to deliver a programme of signed only schemes over a period of four years.

In line with this approved programme a new length of 20mph speed limit is proposed on the roads in this area based upon enhancing road safety and reducing vehicular speeds through the area. The proposal for a 20 mph speed limit meets abovementioned criteria and both the Department for Transport and Cheshire West and Chester Council criteria. The Police, Parish Council and local CWAC Members have been consulted on the proposed 20 mph speed limit and no objections have been received to the recommendation
