Subject: Notice of Public Consultation – Runcorn Carbon Dioxide Spur Pipeline Proposed Development

Liverpool Bay CCS Limited, a member of the Eni SpA group, will hold a public consultation on the Runcorn Carbon Dioxide Spur Pipeline Proposed Development between 13 March and 10 April 2025.

The Proposed Development would form part of a leading industrial decarbonisation project that aims to tackle carbon dioxide (CO₂) emissions and support economic growth in the north west of England and north Wales. It would transport CO₂ from a new carbon capture plant at Viridor’s Energy from Waste facility in Runcorn to the HyNet Carbon Dioxide Pipeline at Ince.

The HyNet Carbon Dioxide Pipeline is a Nationally Significant Infrastructure Project, which was granted a Development Consent Order (DCO) by the Secretary of State for Energy Security and Net Zero in March 2024.

About the Proposed Development
The Proposed Development would transport CO₂ from a new carbon capture plant at Viridor’s Energy from Waste facility in Runcorn to the HyNet Carbon Dioxide Pipeline at Ince. It will involve:

• The construction of the proposed spur pipeline, approximately 8.7km in length

• An above-ground installation (AGI) to transport CO₂ to the Ince AGI. From Ince, the CO₂ will be transported safely by underground      pipeline to the depleted gas reservoirs in Liverpool Bay.

• Temporary construction compound(s) located along the route, within the red line boundary. The exact location of the construction          compound(s) is to be confirmed.

• Temporary Access Tracks to link the pipeline construction areas to the local road network where required.

Public consultation
We are holding a consultation to give you the opportunity to share your feedback on the Proposed Development. Your input is valuable and will inform our planning application, which we intend to submit in summer 2025. You can provide your feedback by:

• Friday 4 April, 12:30-1:30pm – online public event
