1.     Apologies for absence

To receive apologies and reasons for absence.

2.     Declarations of interest

3.     Approval of minutes

  1. To approve and sign the minutes of the Full Town Council Meeting held on 22nd January 2024.
  2. To approve and sign the minutes of the Full Town Council Meeting 12th February 2024.

4.     Standing Orders

To resolve to suspend Standing Orders for items 5, 6, 7 and 8 to enable PCSO Flanagan, elected councillors from Cheshire West and Chester Council, Prism and members of the public to take part.

5.     Policing report

To receive a written report from PCSO Neil Flanagan. Document circulated prior to the meeting.

9.     Standing Orders

To resolve to reinstate Standing Orders for the following items:

  1. To note the expenditure in month 11 was £22,993
  2. To note the income was £8,919
  3. To note that the balance on the Co-operative Community Account on 29th February 2024 was £35,879.36
  4. To note that the balance on the CCLA account on 29th February 2024 was £130,432.11
  5. To approve and sign the Month 11 accounts reports pack which includes all income and Document circulated prior to the meeting.
  6. To approve a councillor to check March 2024 bank statements against January bank reconciliation reports on a date to be agreed in February (Frodsham Financial Standing Order 2.2).

11.  Frodsham Town Council Charities

  1. To note the history of the charities and that Frodsham Town Council is the sole trustee of Hob Hey Wood Charity (registered charity no. 1099786), Overton Hill Memorial Field Charity (registered charity no. 1079745) and Recreation Grounds Charity (registered charity no. 504519).
  2. To resolve that Frodsham Town Council has fulfilled its obligations in respect of Hob Hey Wood Charity (registered charity no. 1099786) and that the Annual Return to March 2023 has been filed with the Charity Commission.
  3. To note that the balance on the bank account for the Hob Hey Wood Charity is £1,385.22 and that there has been no movement in the account.
  4. To resolve that Frodsham Town Council has fulfilled its obligations in respect of Overton Hill Memorial Field Charity (registered charity no. 1079745) and that the Annual Return to March 2023 has been filed with the Charity Commission.
  5. To note that the balance on the bank account for the Overton Hill Memorial Field Charity is £81.11 and that there has been no movement in the account.
  6. To resolve that Frodsham Town Council has fulfilled its obligations in respect of Recreation Grounds Charity (registered charity no. 504519) Annual Return to March 2023 has been filed with the Charity Commission.
  7. To note that the balance on the bank account for the Recreation Grounds Charity £2,013.28 and that there have been interest payments of £132.13 during the period of the Annual Return.

13.  Working Group Terms of Reference

  1. To note the amended generic terms of reference common to all working groups
  2. To amend the terms of reference to all working groups accordingly

  1. To receive a verbal report from Cllr H Hayes

17.  Frodsham Banners

  1. To receive a verbal report from Cllr H Hayes
  2. To agree 2 members of the council to join a working group
  3. To approve expenditure of £1,260 to erect (£630) and take down (£630) 22 banners advertising FTC events
  4. To approve expenditure of £630 as FTC contribution to organisations other than FTC wishing to advertise events

18.  Frodsham Artisan Market

  1. To note that Vicky Video will be attending the market and producing a video at a cost of £500
  2. To note that this fee has been agreed under Financial Standing Regulation 4.1 and budget code 5112 (Promoting Frodsham)
  3. To note that Cheshire West and Chester Council are making a charge of £64 per Saturday market in respect of temporary closure of the permit holder parking bays.
