Clarification Regarding Proposed “Find It on Sunday” Market in Frodsham

Frodsham Town Council wishes to firmly correct misleading claims circulating in promotional material for a proposed “Find It on Sunday” market, advertised as launching in July 2026.

The promotional content suggests that Frodsham Town Council and Cheshire West and Chester Council have endorsed or supported this new market. This is incorrect.

Neither Council has granted permission, approval, or endorsement for an additional market to be held on the second Sunday of each month.

The established Thursday Market continues to operate under its historic Charter, permitting trading on Thursdays and on two Bank Holidays in May and August.

Licensed Saturday Artisan Market – Regulatory Position

Frodsham Town Council licenses the monthly artisan market held on the last Saturday of each month, operated by Independent Street Events Ltd under the provisions of the Food Act 1984. The market was introduced in February 2024 following full consultation with residents and stakeholders.

A formal licence has been granted to Independent Street Events Ltd. The Council charges a £250 monthly fee, which is reinvested into the community through the Council’s Grant Scheme. This scheme supports local organisations that:

• promote social inclusion by building dialogue and understanding

• increase skills and activities to aid social inclusion

• enhance the social, cultural, or economic well-being of Frodsham

• achieve excellence in their chosen activities

The monthly Saturday Artisan Market operates under strict regulatory and safety conditions including:

➢ A minimum of £10,000,000 Public Liability Insurance evidence of which must be provided in advance of the event.

➢ A full site-specific risk assessment submitted prior to each event.

➢ A comprehensive Event Management Plan covering all safety and operational aspects including emergency access, barriers, security, first aid, sanitation, traffic management, power supply, and catering.

➢ Independent Street Events Ltd liaises with Frodsham Town Council in advance regarding any changes to event management.

➢ All structures (marquees, gazebos, etc.) must be safety-checked, with evidence available upon request.

➢ Catering providers must hold a minimum 4-star food hygiene rating, visibly displayed.

➢ Stewarding of the event is the organiser’s responsibility.

➢ Security personnel must be SIA licensed, DBS checked, and appropriately experienced.

➢ All litter and debris must be cleared by the organiser.

➢ The event must minimise disruption to vehicles and pedestrians to the Council’s satisfaction.

➢ Alcohol sales are not permitted without a valid Temporary Event Notice (TEN), and all conditions must be adhered to.

➢ Vehicles must use public pay-and-display car parks only, except for loading/unloading.

➢ Any damage must be repaired at the organiser’s expense, with all issues reported promptly.

➢ All laws relating to drugs and alcohol must be strictly followed.

➢ Electrical equipment must be Portable Appliance Tested; generators must be properly earthed.

➢ Appropriate first aid provision must be in place throughout, with reporting to the Health and Safety Executive under RIDDOR 2013 where required.

Appropriate Temporary Event Notices (TENs) and Traffic Regulation Orders (TROs) are in place to support the safe and lawful operation of this market.

Proposed Sunday Market – Frodsham Town Council Position

To the knowledge of Frodsham Town Council, no permissions have been granted, no regulatory safeguards are in place, and no community engagement or consultation has been undertaken in respect of the proposed Sunday market.

Frodsham Town Council is clear:

• It has not been consulted on the proposed market

• No public consultation has taken place, including with residents affected by parking permit restrictions

• No TENs, TROs, or licensing arrangements have been approved to the knowledge of Frodsham Town Council.

• Frodsham Town Council is not aware of any regulatory controls governing the proposed event

Frodsham Town Council is unable to identify any demonstrable or additional benefit arising from this proposal, either for residents, particularly those whose parking permits may be impacted, or for local independent businesses who do not trade on a Sunday.

Without consultation, transparency, or clear community benefit, the proposal raises significant concern.

The claims made in current advertisements are inaccurate, misleading, and risk creating confusion among residents, traders, and visitors.
