5. Cheshire West and Chester Councillors
To note the report from Cllr M Garvey and Cllr L Sumner.
6. Co-option
(a) To note that one application has been received for Overton Ward and the candidate meets all eligibility requirements.
(b) To note that one application has been received for Lakes Ward and the candidate meets all eligibility requirements.
(c) To receive any further representation from candidates for co-option.
(d) To consider co-opting to Overton Ward
(e) To consider co-option to Lakes Ward
7. Approval of minutes
To approve the minutes from the meeting held on 23rd September 2024
8. Finance reports
(a) To note that the income in October 2024 was £9,848 which included VAT return Qtr2 in the sum of £6,523
(b) To note that the expenditure in October 2024 was £52,500 which included £15,000 donation to Frodsham Youth Association and £15,000 to Frodsham Christmas Festival Organising Committee.
(c) To note that the sum of all bank accounts as at 31st October 2024 was £380,578
(d) To approve the October Finance Report
(e) To note that the bank reconciliation checks as at 31st October 2024 were checked to bank statements and cashbook by Cllr Holman.
(f) To appoint a councillor to carry out the bank reconciliation checks as at 30th November 2024.
9. Interim Internal Audit
(a) To note that JDH Business Services have completed the interim internal audit
(b) To approve the recommendations from the report and approve the additions to Financial Standing Orders
10. Internal Controls
(a) To approve the Internal Control Policy
(b) To approve the Annual Internal Control Review
11. Policies & Reports
(a) To approve the Gifts & Hospitality Policy

(c) To note the committee report on interests and amendments to terms of reference
(d) To approve the recommendations of the committee report
(e) To approve the Terms of Reference for the Grants Working Group
12. Lease (Frodsham Community Centre/Frodsham Youth Association/Frodsham Town Council)
To note that there has been no progress.
13. Budgets 2025-26
(a) To note that the Finance & General Purposes Committee has set an initial budget of £219,700. This budget may be revised during their meeting on 16th December 2024 and will be reviewed again at the Town Council Budget Meeting on 6th January 2025.
(b) To note that the Amenities Committee has set an initial budget of £84,596. This budget may be revised during their meeting on 9th December 2024 and will be reviewed again at the Town Council Budget Meeting on 6th January 2025.
(c) To note that the Events Committee will be setting an initial budget at the meeting to be held on 3rd December 2024 which will be reviewed again at the Town Council Budget Meeting on 6th January 2025.
14. Frodsham Solar
(a) To note that second phase of consultation started on Thursday 7th November and will be open for six weeks until Thursday 19th December.
(b) To note that several consultation meetings are planned and Frodsham Solar has offered to meet with Frodsham Town Councillors 30 minutes before these meetings. The dates for the meetings were shared with all councillors by the Town Clerk on 11th November 2024 and include:
Frodsham Community Centre, Fluin Lane, Frodsham, WA6 7QN – Saturday 30th November – 1.30pm – 5.30pm
Frodsham Community Centre, Fluin Lane, Frodsham, WA6 7QN – Monday 2nd December – 6pm – 7.30pm
(c) To note that Cllr H Hayes has agreed to meet with Frodsham Solar at 5.30pm on Monday 2nd December 2024.
(d) To confirm which councillors will attend on either Saturday, 30th November at 1:00 PM or Monday, 2nd December at 5:30 PM.

To consider that in accordance with section 1(2) of the Public Bodies (Admissions to Meetings) Act 1960, and as extended by Schedule 12A of the Local Government Act 1972, the public, including the press, be excluded from the meeting because of the confidential nature of the following business to be transacted:
